GENERAL OBJECTIVES:

Increasing stakeholders income and food security by fostering potato quality production through application of  good practices  and proper varieties fulfilling the Lebanese-EU association agreement

 

PROJECT PURPOSE

Increasing sustainable quantity and quality of potato production in Lebanon, in order to comply with EU standards for export

 

RESULT

 

1: A legislative framework for potato phytosanitary status is setup and operational.  This result is necessary since no harmonization is still present among the EU and Lebanese legal frameworks and despite of the national Lebanese law on phytosanitary control, some basic technical protocols and procedures must be approved still in order to get operational the whole monitoring system.

 

2:  A dedicated phytosanitary field control is setup and operational. Once the legislative framework and related procedures will be setup a dedicated survey to check the phytosanitary status of the potato producing regions is mandatory to state the sanitary status of the product.

 

3: A monitoring  and traceability network system is setup and operational. Surveying and checking several variables in potato production will be integrated in a monitoring and traceability system able to connect seed import to production up to exported amounts.

 

4: Technical assistance for quality improvement is assured. Sanitary status is an important issue but commercial quality to be achieved must be in conformity with markets expectations in order to let the exporters be competitive. To reach that result technical assistance is necessary and demonstration plots have to be organized.

 

5: Communication and Visibility. Proper dissemination of results and information about the project will be ensured by this results that will be achieved through a coordinate image and by diffusing material and digital project outputs. Opening and closuring seminars will be included in this results.

STRATEGY ADOPTED:

This project aims to support and foster quality improvement and phytosanitary safety in potato sector through a reinforcement of the Lebanese network for phytosanitary control, proper legal and procedures frame, technical assistance to the potato producers and a diagnostic laboratory in condition to assess the Lebanese potato safety from sanitary point of view according to the international standards and the Lebanese- European Union association agreement. The project is focused mainly on Institutional Support and  theory and practical Training on job, especially in Lebanon through qualified expertise provided through the execution agency (IAM Bari) directly or through other institutions (public administrations, scientific institutions, research centers, private companies and farms, cooperatives, etc.) moreover, the program foreseeing the participation on variable activities such as; technical workshops, lab upgrading, seminars, on the job training, field visits and /or any other initiatives related to the program theme.

 

IAMB ACTIVITIES:

The main activities should be summarized as follows:

1. Organizational review of Lebanese phytosanitary services and procedural harmonization according to the EU regulations;

2. Execution of demonstration plots for potatoes orchards

3. Traceability system set-up

4. Procedures application and interaction with EU border control officers

5. Capacity building of potatoes growers and reinforcement of involved stakeholders of potato chain production

 

MAIN RESULTS:

The main achieved results should be summarized as follows:

 

·        5 demo plots in 2 production areas (Akkar and Bekaa valley);

·        Missions between Italian and Lebanese operators:

 

·        Guidelinesfor Implementation of traceability in the field for the application of Good Agricultural Practices (GAP), in accordance with current regulations and international standards;

  • Guidelines for field and import/export survey procedures

·        Involvement of external Institutions (LARI, Italian Central Phytosanitary Service, MoA, Customs);

  • Setup proper operational procedures in conformity with EU phytosanitary regulation
